The dielectric permittivity tensor of ionospheric dusty plasma

Abstract: 
The expression for dielectric permittivity tensor of ionospheric plasma is derived with taking Into account a rotation of dust granules with nonzero dipole momentum. It is shown that extra resonance occurs at the frequency of the dust grains rotation which can lead to wave growth. The expressions for growth rates and their estimated values for day-time and night-time conditions of Ionospheric plasma are presented.
